PADDs (Petroleum Administration for Defense Districts) are the five regions EIA uses to report fuel data: East Coast (PADD 1), Midwest (PADD 2), Gulf Coast (PADD 3), Rocky Mountain (PADD 4) and West Coast (PADD 5). EIA also reports California separately.
